Not intentionally. The thought process was that you trade off dealing damage and gaining perks with your melee ability and instead support your teammates. Maybe the revive would be too good but I'm not sure. It is an exotic though so it's supposed to be special. I'd like to know how you think it's overpowered.

Imagine being in trials. You finally get two down but the third just smacks one of their teamates and they're up. It would never be allowed.

Well there are exotics like Crest of Alpha Lupi that, while not instant, revive teammates pretty fast and doesn't require a melee charge. Once an ally dies you still have to wait until you can revive them, allowing the opposing team to keep watch on the body before you can go and smack them to revive.

Except with those you still need to stand still to revive a teammate while yours could be done on the go with no threat to the reviver

Players can walk past the body with Alpha Lupi and hold square and they're up. So not standing still. Also I don't think there is NO threat to the reviver using the gauntlets. You still have to be in range to melee which is similar range to regular revives. You also have to stop sprinting, aim your melee, and go through the quick melee animation until you can sprint away again. It's faster, yes, but by a very short margin. I don't think enemy players would mind the quicker revive as it's only going to be used when you have a melee charge available.
