There was an Account Transfer back in August 2016. That Transfer disconnected the link between Current Gen Consoles and Legacy Gen Consoles.
In other words, once you've accepted that Transfer (which you had to accept in order to play Rise of Iron), you cannot transfer your Characters from the Current Gen Console back to the Legacy Gen Console. You cannot transfer your 400 Light Characters onto your Xbox 360.

No, the characters available on the Xbox 360 will be like the last time you played on the Xbox 360. You can still play with them and get them to 335 Light, but all gear and progress gained on Xbox 360 wouldn't transfer over to Xbox One either. It's like playing on two entirely different accounts now.
