It was the only answer to the enormously bad parity between primaries and special weapons. Think about it. They spent nearly three whole years destroying and making weaker the whole arsenal of primary weapons. Special weapons had just had perks removed or their ammo nerfed, so their strength compared to primaries are considerably unbalanced now. Bungie and Josh Hamrick and his weapons balancing team don't have the three more years to nerf all the special weapons to match the weakness of primaries. They don't have another three years to buff all primaries back to match the special weapons, that all they could do was figure out a way to eliminate the use of special weapons altogether. They did it by taking special ammo away on death. These are the people we are supposed to trust for D2? Uh oh!
