Using a glitch or an exploit from within the game that is included in the game itself and without using anything outside the game still falls within the bounds of the game. It may seem counter-intuitive, but it is what it is. The only instance of someone having 'glitched' and been banned was because they supposedly hacked in a ghost that shouldn't have been obtainable, and thus, used something that was not within the bounds of the game. This is the same reason people who abuse the infinite supers glitch and the like weren't banned but the PvP modes were changed that one time until it could be fixed. It's why Bungie tries to fix said glitches, because it can impact other players, but they can't ban people for doing things within the game that use nothing other than the game.
