The same reason why [b]most[/b] people here focus only on PvP.
PvE is generally fine with whatever weapon changes they make. Rarely are changes very impactful to it and people are quicker to adapt. We mostly don't care if a pulse rifle or a shotgun gets a nerf, because the nerfs they get are usually PvP-centric and the perks you focus on for PvE are just different.
