I think sidearms should have the same penalty but, I do like the idea of losing ammo on death. Reminds me of my halo days and having to fight for a sniper. I kinda like the way the game is going. Too many people would go an entire map only playing with special weapons. That is just my opinion, though.

ahh the good old halo days! when if the other team got power weapons first you were screwed. Map control is big in a game like Destiny. If an enemy team controls the map, they control the special crates. This just helps the team winning to continue winning. How do you feel about only losing half your ammo, gives a perk like final round a time to shine!
