I have noticed the same thing. The trailer showed them bright and vivid.

According to Bungie's reply, it seems they only glow in the night or in hazy conditions (time of day and condition you're in). You can find Bungie's response below on this thread if you need it. Personally I don't like that it doesn't just glow no matter the condition or time of day but I guess at least I have an answer now
