The only reason Touch of Malice was nerfed is because you can bounce in and out of the bubble and recover health with it. Making it a dps monster on bosses. My guess is that in play testing it was still doing more damage on Vosik and maybe even Aksis that the new raid exotic Outbreak Prime. So to not make those parts of the raid too easy, and to prevent the raid exotic from starting out irrelevant, they nerfed ToM. Yeah, it sucks though.
