I agree. All masks should be obtainable through the candy bags, except for the Firewolf Mask. (like the flaming skull last year)
I also think the sparrow and ghosts should only be obtainable through the Treasure, but that's just me.

Weather it was a glitch or not, the skull was obtainable through candy bags last year. It had a disgusting low drop rate but not only did I get it but another one of my friends did as well. Again not sure if it was a glitch or not but it wasn't hidden behind a paid wall like these ones are even if it was intended to be.
