If you cannot get Silver in Japan, I guarantee it isn't Bungie's fault, why would they not want money from players in Japan.

You'd think so. But technically, it is, since they can definitely do something with it, but are choosing not to.

Technically you don't buy the silver from Bungie, you buy it from MS or Sony.
