I would recommend that they call their service provider and ask them to check what their network statistics are while they are attempting to play Destiny just to see if they notice any different network speeds, latency and/or packet loss while they are playing. The up/down speeds are the base speeds and could change when playing causing issues with connectivity. It may help to remove all other devices from their network while playing (i.e. phones, tablets, computers, etc).
