I'm at 399 with all my gear 399 or 400. I decrypted 6 exotic engrams today. Every single one decrypted at 399. Same crap different day

Same freaking thing with me. 8 exotics (3 heavies, 2 boots, 2 special and a primary) ALL AT 399 What the hell Bungie?
