So I had this issue and I figured out the solution. Back in July, I purchased $10 worth of Silver. The Silver didn't appear quickly as it states in their guide so I proceeded to ask Xbox for a refund. After a full system restart I noticed my Silver balance was updated. Xbox had already given me a refund though. Last month I purchased another $10 and it didn't appear in my account. I went through 17 days with no reply from Bungie and the run around from Xbox. It is against their policy to refund me on the same item apparently. So I started to think that maybe my account was flagged or something because of the previous refund from Xbox. Well, I was right or atleast it seemed that I was. I proceeded to buy another $10 for Science and it worked. I guess since Bungie let me keep the Silver from July even after I got my refund they flagged my account for the amount maybe on their end I had a negative balance like -$10. So spending over my negative balance brought me back up to positive. Still no word from Bungie but now Silver works just fine for me. This is my first post like this so I hope it makes sense.
