perhaps we remove them completely, and simply return to a Y1 feel, where all exotics drop randomly from every activity, decrease the percentage that they drop, but make it so that you never receive the same exotic twice, and remove exotic shards from the game entirely, so that you can upgrade said exotics naturally like other equipment
