Don't feel bad all or any drops from the tower have not drop a ghost for me at all. Even nightfall.

Literally my ranks started really low but given the fact I was playing 3-4 hours and longer a day this month, it's not hard to believe that I went from Ranks below 10 to ranks above 20-30 in all my factions and have never gotten a damn ghost yet.

Iron Banner is now out run and get that ghost shell. Light level is high so you might get a ghost shell you like.
