Ghosts from Heroic Strike playlist can drop directly from the boss a few points higher than your current light level, but can't exceed 365 no matter what.
To get a ghost higher than 365 (once you're ~365 or >365) you need to rank up factions, or do the raid. They can also be a nightfall reward.

I'm guessing the armour packages drop the ghost? Which one has a better chance? CHROMA or not chroma? I'm 375 ATM.

I've gotten a ghost from a weapon pack before, infused it into the 370 ghost that's sitting on one of my characters atm.

Either one should suffice. I don't believe one has a higher chance than the other. If you preview the package it'll show you what items you're guaranteed and which items you have a chance at getting, additionally. For instance, most time I get a piece of armor, and a class item. Hope this helps!
