Nearly every exotic armor piece in this game is very limited in it's uses so you cannot just buff all of the titan exotics. Every class has weak exotics (RDM, Don't Touch Me's, Khepri Sting, Skull of Dire Ahamkara, mk44 Stand Asides) so you would need to buff all of them to maintain balance.

I play all classes so I am in the middle of figuring out buffs for the other two classes. This isn't just a titan issue, but I do have more time playing a titan so it makes sense that titans would be first
