This weapon is statistically a beast, it has great rate of fire, solid damage output, an infinite perk that makes up for the all weaknesses of an auto rifle, while also having having decent magazine size and glass half full, as well as an open clear sight
So why is it not the great auto rifle it is on paper?
The artificial screen shake is simply too much of a set hindrance in such a weapon, that kind of kick should have gone on a weapon like suros (in its hay day), not hard light
Simply removing the artificial recoil would fix everything wrong with the gun and push it to be a top tier exotic,
(This can apply to the Zhalo super cell, and the bad juju as well)

Zhalo is perfectly fine where it is right now, as a PvE gun meant to mow down lots of small enemies. The combination of Persistence increasing the stability over time with mag refunds is very strong, allowing for long periods of accurate fire. This strength is gated by high initial recoil; this means that the more skilled the player is in landing the first few shots, the stronger the weapon becomes. You can also put on Braced Frame and get fantastic stability from the start, but it reduces that chance that you get the Bolts from the Blue to proc for more ammo. This perk choice raises the floor of the weapon (easier to use) while lowering its ceiling (less reset ponential = less dps). In terms of Destiny's weapons, it's very well balanced. Hard Light is a shame though, it's like they tied a vibrator to the side of your helmet when you try and fire the damn thing.
