From what I noticed is that quest exotics seem to be 30 and the pvp weapons you buy with Marks are also, don't know about Vanguard or Shaxx packages. Hope this helps.

That's interesting. Something else I noticed, I went to the Exotic booth by the Vanguards to get myself Thorn for PvP and I noticed the Sleeper in there required lv. 40 So I guess depending on how you acquire it affects it as well. I still have my original Sleeper.
