I don't think raid weapons should be the Only Thing with primary elementals. Instead, doing raids should grant us an item, An item box sphere thingy or something space-magical of a random color. You then choose which weapon you want to change or infuse the element into. It could be any weapon primary. But only these drop on hard boss or whatever they do here. Very rare. You can probably go as far as to using them on exotics too. I know one reason for the drop of elemental primaries was primary exotics lacking color. Make the raid exotic Rainbow! Lol. Somewhere or something along this train of thought might be cool. I'd need to think about it more.
