You can only get it from Banshee. He sells it once in a while for Armsday and it can drop in a package when you rank up with him.

I've been wondering this, how do i rank up gunsmith?

You need to test weapons for him. He has five every week. You'll need to kill certain enemy types with them, get precision kills, etc.. Some of them require you use them in Crucible. It's usually worth avoiding those, though. He changes them out every Wednesday.

Do them on all characters. Some really neat weapons come from him. Tlaloc and first curse are awesome.
