If your total light is 321 then the exotic will be above that by anywhere from 1 to 8. I had a 323 titan that got 331 arms and then I have a 327 warlock that's gotten 328 so yeah it is random but still worth it.

Just make sure to only decrypt one at a time. Incase you get one that's alot higher you can infuse it and then decrypt the next for possibly even higher.
