I Disagree on the Hand Cannons. The Mid and High Rate of Fire HCs are fine as is. Mid RoF Hand Cannons are forgiving and flexible, but arguably the worst. High RoF are extremely rewarding if you're a consistent shot, but generally suffer low accuracy. I agree with most everything else though.

On second look, most of the Mid RoF Scout Rifles seem too demanding

I'm confused, how could you disagree if Mid RoF HC's do current kill in 3 shots and High RoF HC's currently kill in 4? The only one that I listed that's different from how it actually is right now is the Low RoF... They just get a bump in damage from very close range allowing a 2 shot on any build (save for exotic armour boost) and if you're anything further than a few meters away the gun receives a tiny damage drop off putting it on par with the current Low RoF HC's Kindly let me know what the current difference between what I said and what the current shots to kill are please

Currently, Mid RoF HCs can 3HKO, so long as only one shot is a headshot. High RoF HCs can also 3HKO much faster, but you need 2 headshots. Your suggestion would nerf them. I agree with you on Low RoF HCs, so long as even a slight range drop off causes them to lose their 2HKO power
