Because exclusion zone?
No seriously, I'm curious. I have ghosts for every enemy type except them. As long as I'm conscious of switching based on the activity, I'm never hurting for glimmer, which becomes heavy synth, which becomes faction rep.
Yes, I have a ton of resupply codes and use them, just wondering why cabal got skipped as far as the glimmer perk.
Edit: apparently they do exist and rng has not been kind to me.

WAT? I have one though?
-
Is there a vex one? Fallen, taken, and hive all use glimmer to some degree
-
There is, my Hunter has one. The Nightfall is a Cabal strike, maybe that will increase your odds of getting one
-
I have a couple for glimmer from cabal. I can never get ones for vex.
-
Consumed hhost from coe can have any enemy

On my XB1 account, I've obtained the Ghost shell with "Cleansing Ritual" for Hive.
