It's been that way for as long as I can remember. Supers have always been underpowered in pve, other than the specialty supers like Ward, tether, and res.
Damage supers are kinda garbage. GG with celestial nighthawk is good though.

Supers used to be good in year one. Golden Gun would one shot most majors as long as they didn't have a shield. Nova bomb would wipe out a groups of majors and FoH would do the same. Ever since TTK came out, supers aren't so super anymore.

I've been playing since alpha. I honestly can't remember a time when the damage-based supers felt super.

Pre-TDB supers were amazing and powerful. Now I rarely use my supers
