We're Still Missing Something

I feel as though, while I certainly enjoyed using Thorn, Icebreaker and Gjallarhorn, they do kind of deserve to remain in state as to not unbalance the meta so heavily. However, there's still one anomaly - Pocket Infinity. Why has it remained in Year 1? Thorn, Icebreaker and Gjallarhorn, as much as I love them, I can recognize that they were somewhat overpowered; however, why has Pocket Infinity remained with that bunch? I realize that there was a time when it was pretty good, but since there has yet to be a true Fusion Rifle buff, it isn't really powerful. So what's keeping it back? I want an answer. Now, yes, there are also two OTHER Exotics, but I can tell that unless Vault of Glass and Crota's End ever move up, the Vex Mythoclast and Necrochasm will stay behind with it. So, the first three are an "OP" bunch. These two are locked to raids; but, I ask again, why is Pocket Infinity still a Year 1? It seems like an actually very high likelihood that it's simply due to Bungie overlooking it, since nobody ever really talked about it. Ever. So, what does everyone else think? Anyone got any other ideas as to its absence?
