What you said at first the school tells children to not fight back but to just tell an adult

That only makes the situation worse, because the bullies either 1) know it bothers the kid, or 2) hate them for getting them in trouble and don't care whether they care or not. The kid who blabs is going to live through hell, and could possibly go from verbal bullying to physical bullying.
