Your best bet is to do iron banner when it is around. You don't have to be that good because all it takes to get up to 310 gear is RNG and what rank you are.

When you hit rank 3 you will get a 310 artifact, and when you hit rank 5 you will get a 310 ghost and a 310-320 piece of random Iron Banner gear. Good luck!
