Yea I have a perfectly rolled Uffern HC4 on warlock, it has Truesight, luck in the chamber, rifled barrel and outlaw. I'm just waiting for Bungie to realize their mistake and rebuff handcannons.

Hand cannons are still great. Range is very important now, though. Uffern has horrible range. Unless it has Rangefinder, it's not going to be good for anything outside of very close quarters. Even then, it's iffy.
