They had to have. I made my Vertigo 320 before the Titan Hammer beef where they -blam!-ed up the grenades and horseshoes on that. Ever since then, regular rockets with grenades and horseshoes aside from Truth have been GARBAGE! It was definitely BEFORE the recent patch/update.

Came down before TTK launch.

No I realize they nerfed the range before but they at least still killed pretty well. Now they proc too early and blast radius is too small..... Exactly the issue with Hammers right now. What a coincidence.....

Hmmm, well maybe check the patch notes, we could have missed something.

No that's not needed, its the same old where they nerf one thing that affects multiple other things like it, I.e. Grenades and horseshoes everywhere.
