we all know that the FWC is run by the inner circle. Could the inner circle be Maya Sundaresh and her team? They could all still be alive because of a sort of suspended animation? Her team could easily keep in touch with the FWC today by rasputin hosting a connection with exos in the FWC hierarchy aka Lakshmi. And possibly cayde. You know, Rasputin probably has a deep connection and or interest with the FWC because they are carrying on the original project which was sort of his baby.

I think Rasputin might have moved beyond the Device because he seems to now have a plan on how to defeat the Darkness, so he probably has the intel he needs. He probably does have enough info to form a plan of attack. personally i would want a constant flow of intel on possible outcomes for whichever path of attack he chooses.
