This is something called 'bloom.' Basically, imagine that after a shot, the accuracy cone of the weapon widens and then decreases back to its original volume. In that time when the accuracy cone is widened, it's less likely that you will hit your shot.
This means you must pace your shots if you want to be accurate with hand cannons. Some hand cannons can shoot faster than their bloom resets - Hawkmoon is one of them. You have to use the weapon correctly for its best results, which means you have to strike the delicate balance between firing it quickly and giving it time for the bloom to not make you miss.
Just for your information, bloom is not something many players are a fan of. It was very controversial when Bungie implemented it in Halo but it is actually a very good mechanic when done right.

Either adjust for bloom, or get closer and go for body shots to take advantage of the maximum rate of fire.

This. You need to shoot slow. Boom. Boom. Boom. Flailing shots as fast as you can pull the trigger increases the miss rate drastically (I know this from unfortunate experience). I use Eyasluna from time to time, and shooting slow is the key.

Edited by P00NiSHER: 2/7/2016 7:07:23 PMIs this 'bloom' you speak of really a thing? I always just referred to it as phantom bullets. Pacing myself is fine, but they have constantly pushed towards a COD speed death rather than an actual firefight where consistent accuracy prevails rendering a weapon that requires 'pace' virtually worthless.

Yes it is. That's the mechanic that is behind them saying first shot accuracy is higher than the second when firming too fast
