I'd hazard a guess that the 500 Million dollar game budget doesn't account for spending resources to go back and overhaul the entire game almost a year and a half after release. Also thanks for keeping the conversation civil.

The game shouldn't require a "complete overhaul" a year and a half after release. It was broke when they released it and they knew it, and released it anyway. It's like the cartoon where the toon is plugging holes in a dam with his fingers and toes then with his nose and another leak springs up and all it can do is watch the leak get bigger BC it's outta fingers and toes to plug with. Quite comical...!

The taken king was a massive overhaul, and it was 40 bucks. It was also complete ahit and against what most people wanted.

No it wasn't. All they did with the Taken King was Rearrange how the existing elements to fit their "Quest line" model....and probably added more dialog and cutscenes than they originally planned. That's relatively simple to do. What the OP is asking for can only be done by getting under the hood and either recoding major game FUNCTIONS....or ADDING new major functions to the game. You are not going to get that in a DLC. Destiny 2? Maybe. Especially if the release is going to be pushed back to Spring of next year. But not a DLC.

From a developers view this may seem like a challenge but if they can correct their current product they might not have as many issues with their future ones.

If they make destiny 2 correctly they can make money off both games while granting players movement back and fourth between each game.

That's the primary problem. Bungie is trying to deliver a PC gaming experience to a console audience that WANTS that experience...but is unwilling to pay for it. Half of the fan base doesn't "get" this. Half of the other half gets it, but doesn't really appreciate it.

they have all the stuff they need to make more pve content they have the booses they have the adds they have the maps how hard is it to piece stuff together and sort out update. As i know computer game programming not that hard when everything is already there.

You have to plan it. Code it. Test and de-bug it. THEN get approval to distribute it from Microsoft and Sony. PLUS whatever man power you dedicate to this, is manpower you have to steal from developing Destiny 2.
