You can get the legendaries from the HoW era, from activity rewards, like the hopscotch pilgrim, and constellation star...
To get pre HoW you have spam the original strikes, and get super lucky, I mean winning the lotto lucky...

No not weapons, just armor, unfortunately, although, it has been confirmed by planet destiny, that it is possible, but the chance is so small, that its more than likely never gonna happen... No one, to my knowledge has received a vanilla weapon from a blue weapon engram, but you can get blue weapon Engrams... I can't stress enough that the chance is so low, based on all the factors, that I could not happen...
