For #2 is it per attempt or altogether? If it's per attempt then it resets after each attempt and you could theoretically continue to spend and not receive the gally

Yes, each engram has a 25% chance. And yes, you could go on forever and not get it. However the question asks the Expected amount of engrams needed before we expect our first success. So this is all theoretical and not at all guaranteed
