Yeah. I don't think all were originally human, but essentially they are human minds in terms of cognitive abilities and emotions. A mind is a series of active functions performed by it's physical machinery. Whether the machinery is biological brain cells, or something artificial, it doesn't matter as long as they carry out the same functions. The card "Ghost Fragment: Exo" basically explains this position.
