All good points. However, the original purpose of the exos was as they state multiple times, war machines, an army created by Rasputin based on his simulations that next time something shows up without warning, it might not be as nice as they traveler. I believe the exos later proved useful in using the vision machine which is why many FWC are Exo, but that is not their original purpose.
Also, Rasputin 5 seems to also show an Exo/Rasputin connection. If the conversation is between Rasputin and the Exo stranger as many believe: You are not MINE. Though at some point you must have been. Meaning she is exo so Rasputin must have been involved, but she has learned new tricks (jumping across) and is no longer a basic Exo, but something new
And Clovis bray appears to have developed the reactors that are the Exo engines, that allows them to run for centuries

I don't see why the original purpose can't be both, considering Rasputin must have had the device in mind in their creation. I doubt it was just a pleasant unplanned surprised given Rasputin's knowledge of the substrate requirements of the the device. I would agree with you if exos were developed before the the device, but they were made after. I would also go so far as to say that getting intelligence about the Darkness and what will happen in the future is a much bigger priority than making robot soldiers. I covered the part about the Exo Stranger in the OP. Yes, she, like all exos were of Rasputin, but now she is not, and yes, basic exos can't jump through time like she can.
