It should.
However there is a window of when the tether itself hits and the anchors pop out & suppress a super so if you hit him while he's mid super it will NOT stop him because he will slam you by the time the suppression activates.

I think at bare minimum if you hit a player they should be suppressed immediately. Lag shouldn't have anything to do with it because Suppression nades do not suffer this issue. If they want to keep the anchor > tether delay when on the ground/wall then fine. But if you hit a person it should be immediate.
