It's an aberration of the system that sniper rifles can be used to any effect in close range, while taking fire. In Halo it was different, because taking a hit descoped you, and the aim assist was practically nonexistent, and with the exception of Halo Reach, the shots had travel time and had to be led. So being able to use it effectively up close was a display of extreme skill.
