It's sniping. You snipe. You sit up high and in the back, staring down the scope for hours on end to kill anyone who comes walking down the path you were told to watch. Quick scoping is if you feel like getting fancy but it is not how a sniper is supposed to be used, and therefore, "hard scoping" (aka sniping normally,) is not cheap.
