Hard scoping traditionally isn't cheap. Waiting around a corner at head level for someone to walk into your scope IS however irritating. For example: You see a guy, scope in quickly and drag to his head, that's skill. Instead of: Seeing someone duck behind a wall, then putting your scope where their head was. That takes none. Have I done it? Yes. But I don't like that I'm able to. There should be some deterrence, like your scope sways after a few seconds of ADS.
