Yes, it's weighted, but it's RNG.
(Essentially imagine a bag of marbles. A red marble is a 320, blue 315, and yellow 310. In the bag there are 20 marbles, 3 red, 7 blue, and 10 yellow. Understand?)

Yeah, well, they said the higher srl rank would give you better chances but, here I sit at rank 8 still wondering where my drop is.

you're misunderstanding. Higher rank is better rewards, not chances.
