Yes, it's still RNG but it's weighted. Let's say you can get a 310-320 item from a chest. It'll be more likely to be lower due to weighted chances. In short, it's rigged.

    Im starting to believe a new theory about light level RNG: If you're low light 300-302, your loot is around 300-304. But when your level is higher like 309-312, your loot is 308-310. I'm started to believe this superstition , cuz when I got past 315, my drops got way better. So while you're raiding keep your light as high as possible. Hopefully you'll infuse your favorite raid weapons first, then you will get good loot weapons to burn up for infusing.

  • The higher my light the lower engrams decrypt at. I get 260-280 light legendaries now that I'm 318 but if I have my light at 295 or so, I get 290-301 items
