Are you hardwired? Does your ISP conduct shitty practices such as throttling? What bandwidth do you get on your home network? and from your ISP? Maybe reset your router?
Other than those suggestions, I really don't know. I can troubleshoot Xbox and PC all day (PC especially because it's easy as pie) but the inner working of the PS4 and how it handles downloads and whatnot are beyond my range of knowledge.
Hope you find an answer though! I've noticed my PS4 is ridiculously slow loading things but my UL/DL speeds are still fast.

No, my ISP are pretty good and like I said I have no problems downloading on other things, it's literally just my PS4, also if you Google the issue, Sony have admitted a few months ago it is an issue in Europe, but there has been no update on it.
