Yup, if you're stuck in Y1 you are at a distinct disadvantage when paired against Y2 guardians. I just hope to have a couple on my team to offset the imbalance and I usually just run away when I hear the Sunbreakers pop his Super. Shadowshot is pretty hard to avoid if you're caught in the cross-hairs and Stormcallers are damn fast so it's a 50-50 if you can manage to get away. It's all pretty much a matter of proximity, sometimes you can escape, sometimes not.
