The only way is to report them in game or via post-game screen.
If you have been booted or suspect of malicious behavior, best case is to ask your friends still in the fight to report them.

No there is way to report it directly to Bungie. There if a form to fill out and everything...you can even link video and match cards... Maybe help will be nice and hyperlink it.
