Sorry for such a late response. It appears someone took the answer. However I have more to present to the table. While the other person's answer wasn't wrong, I personally believe there is more. Bungie was also showing an example of how such a large, thriving empire can collapse over itself because of, for a better lack of words, corruption and refusal to accepting a truth that lies in front of them. This "truth" that I speak of is when the shard of Mendicant Bias aboard the forerunner dreadnaught in High Charity warned the high prophets Truth, Mercy and Regret that they have misread the "prophecy". It did not read "reclamation", as had the three thought. Instead it read "Reclaimer". This would later detail humanity's important role for the Mantle of responsibility. The prophets knew that the Covenant would collapse should the truth be accepted and spilt, so they denied it. It really shows how such a large, powerful empire can collapse under itself due to misconception.
