Maybe activating Shadestep within a time frame after a kill would blind nearby enemies. Its a great idea. And maybe calling it the Sandman Perk?

I like it. That would help with the balance problem.

No problem. And for the Exotic name...maybe Dream Treks or Walkers...just to officialize the Sandman Perk and avoid using the Warlock's sub-class name. I'd totally go for it otherwise, but if you like the name, then stick with it. You created it after all, and I hear you about the "Sunbreaker" Gauntlets. Now the Titan's need a sub-class named piece of armor.
