Alright I'll be honest, I was pumped for Reach. Every day I would scourge the internet looking for the tiniest scrap of news on the game. But when I finally got my hands on it, it fell horribly short of expectation. The campaign was the main reasons behind it, mostly because of what you stated in the OP, "No memorable moments". Who doesn't remember the endless waves of Brutes in the barracks on Crow's Nest? I would like to share what I would have done to make the campaign an overall better experience, perhaps the best experience.

First off, I would have added two whole missions before Winter Contingency and removed Noble Actual. The first mission would virtually be a playable cutscene. It starts you in the boots of an ODST on Reach in 2524. This soldier is on the battlefield fighting rebels. This ODST is sniped by a rebel. After a short while of showing us the rebellion, we get a short cutscene of terrorist attacks by rebels. This cutscene also explains that they were rebelling because the colonies wanted independence from Earth. Next you're a marine on Harvest in 2525. After a short skirmish with some Elites resulting in this soldier dying, we get another cutscene. It is shown to us as if we're watching the news on TV, UNSC leadership is announcing first contact with aliens.
The next segment is a miniature training mission. You're another soldier inside a training facility. You learn basic controls such as swapping weapons, reloading and throwing grenades (actions that were not used in the last 2 skirmishes, those only taught us how to move in-game and how to shoot). The next cutscene shows that soldier climbing aboard a pelican. This pelican joins others and soon we realize it's part of a massive human fleet. The cutscene shows the fleet being destroyed in battle over a colony.
Then we're thrust into the shoes of a small boy on that colony. After witnessing the fleet being massacred, the boy runs through the battle torn streets until he finds his parents and other refugees escaping on evacuation ships. We see his parents killed. After they escape, we jump to another scene.
The cutscene jumps from place to place, but each depicting the same event. Young teenagers and children, all obviously in the same predicament as the boy was in, are being spoken to. They are being given a choice to become better. A montage of scenes shows the children being transformed into Spartans, flashing between Spartans kicking ass in battle. When the cutscene is finished, it is revealed that each of the children we had seen were Carter, Emile, Jun and Kat. The four children meet. A shot of one of their helmets fades away. The screen goes white and "REACH" goes onto the screen.

The next mission begins with a fade in of another helmet. This is Noble 6's helmet. From a first person perspective, Noble 6 inspects the helmet. Carter yells "Six! You can get cozy with your new armor later. We've got a job to do!" Jorge emerges with his machine gun and yells "Come on, let's go let's go!" We're in a very dark room, so we dont' know where we are. However we can hear Falcons flying overhead and police sirens flashing all around. Carter says "Emile, you're up". Emile kicks open the door and the sun flashes into your eyes. At the bottom of the screen it says: "Planet Reach. July 17th 2552. Manassas City."
All of Noble Team emerge from the dark room. They are on a rooftop. If you look into the sky, Falcons are assembling. On the ground police cars are shutting down the street. Bombs are going off in several buildings. Kat kicks down the next door, and Noble Team walks downstairs. "Room by room!" Carter shouts.
Carter and Jorge pair up, Emile and Kat, and 6 and Jun. Door by door, Noble Team goes into each apartment and searches for rebels. Some would be empty, some would have a rebel or two with a Magnum, and hiding civilians would be in others.
In one room, Jun accidentally shoots a woman being held hostage by a rebel. 6 kills the rebel, and Jun holds the dead woman in his arms as he kneels on the ground. Not saying a word, he looks down and away from 6. Emile rushes into the room and grabs Jun's shoulder. He shouts "forget the -blam!-, we gotta move!" Reluctantly Jun gets up and Noble Team walks onto the ground floor of the building. "Command, the apartments are clear!" Carter shouts. Colonel Holland gets on the comms and says "Noble, the rebels are advancing up the street and the police can't hold position. Get there now!" You walk onto the street and a troop hog is waiting for you. 6 gets in the driver seat and the rest of Noble hitches a ride.
After a short drive through the city streets, they arrive at a blockade of police cars. Most of the officers are dead, with others falling back. Noble engages the rebels, who are now armed with Assault Rifles and Magnums. After easily taking them out, Jun countersnipes a rebel sniper on a nearby rooftop. Noble moves past the police blockade, leaving the Troop Hog behind. As they walk down the street Colonel Holland makes contact again. "Noble, the Insurrection leader has the ambassadors hostage at the Hungarian Embassy!" Noble moves out. As they turn a corner, they quickly dodge and take cover as a rebel warthog begins rampaging the streets. Kat yells about how intel was off about how well armed the rebels were, and 6 and Jorge easily take out the Warthog.
Noble turns another corner with the Hungarian Embassy in sight. An ODST gets on the radio and shouts about air support being inbound. A Falcon emerges from behind a building and then quickly explodes. With that a rebel Scorpion tank emerges. Kat shouts "Where the hell did they get a tank!?" After flanking through a building, 6 and Emile destroy the Scorpion.
Noble team enters the embassy and Emile and Jun begin arresting rebels, now armed with DMRs and Assault Rifles. Jorge, 6, Carter and Kat enter the office and take down the rebel leader, armed with a shotgun. Jorge tries to help up the leader so he can cuff him, but instead Carter takes the leader and slams his head on the concrete wall. The hostage, the UN representative from Earth, is safe. As a squad of ODSTs loads the apprehended rebels on a pelican, the leader continues shouting that the Covenant will destroy the UNSC, and how when the war ends only the rebels will emerge as survivors. He preaches that either way the rebels will win. With that, Noble Team boards another Pelican and is taken out of the city. During the flight, Jorge comforts Jun about shooting the civilian, and Kat is yelling to Carter about telling command to secure better intel next time.
The next cutscene begins with the words "Planet Sigma Octanus IV. July 17th 2552". The cutscene shows the ultimate power of the Covenant, the aliens easily sweep away most UNSC defense and we see the colony beginning to be glassed. This cutscene shows us the unbelievable power of the Covenant. While the UNSC still fights, we are left believing the battle is lost.
