They should allow all Exotics to move through each release, but scale the infusion effectiveness.
Y3 in Y3 = 100% Effective
Y2 in Y3 = 50% Effective
Y1 in Y3 = 25% Effective
Of course, it might need restructuring of the code to do this.
People who really love their guns will work (hard) to push them forward.

Like it is the case right now already. My Vex is 1/3 as effective as it once was. I can use Thorn. In the normal PvP play lists. I can also use the Necrochasm or the Hard Light. There's no point in using them in the PvE or something like Trials however. It would be exactly the same as right now, just described with different words. Or did I misunderstood you and you mean that these weapons could get to the max level, but infusion will only be 1/4 as effective, meaning that I need 4 times the amount of gear to infuse into them? That doesn't even sound bad tbh.

Correct. Infusion can get to highest light, but takes more gear to do so. You choose. Infuse new weapons and armor to reach light level faster or bring your old weapons up to current light levels (longer grind). Either way, you choose your own path.
